The bipartisan deal expands on the House proposal to fund the government through early December.
The Senate Appropriations Committee released a continuing resolution draft on Sunday, which would fund the federal government through December 11, a week later than the House-passed version. Members of the upper chamber are motivated to avoid a government shutdown at the end of the fiscal year, September 30, due to the midterm elections in November.
The Senate’s resolution includes additional funding for defense but would temporarily prohibit the administration from requiring federal grants to be approved by senior executive officials. The Senate also added support for the Commodity Supplemental Food Program, Federal Bureau of Investigation (FBI) preparations for the 2028 Olympic Games, and national security. While it includes funding for naval shipbuilding, it excludes funding for the construction of Trump-class battleships.
The Senate is expected to move quickly on procedural motions, as they anticipate the beginning of the August recess this weekend, though more than a dozen senators have stated they would delay recess to debate and vote on the SAVE America Act.
